The Consular Section aims to coordinate the applications of Ecuadorian citizens abroad and foreigners with interests in the country, which are related to citizen services such as passport issuance, civil registration acts, notarial acts, apostilles and consular registration.

CONSULAR FEES

The Foreign Ministry, in compliance with the provisions of the Organic Law on Human Mobility and the Law on Consular Rights, and with the favorable report from the Ministry of Economy and Finance, issued the new Consular and Diplomatic Tariff —through Ministerial Agreement 0000036, of April 15, 2021—. The new tariff contains the values that users must pay for the services provided by the Ministry of Foreign Affairs and Human Mobility in the zonal coordination —at the national level—, and at the consular offices —at the international level—.

 

 

With this precedent, the Foreign Ministry complies with informing the public that:

 

1. The cost for notarial acts abroad were updated, having been equated to the resolution of the Judiciary Council 010-2015, of January 29, 2015, in which the rates of notarial acts in the country are determined.

 

2. The acts of civil registry that are carried out in the consular offices of Ecuador abroad, are provided by express delegation of the General Directorate of Civil Registry, Identification and Cedulation, consequently, it is this entity that sets the values that must be collected for services rendered.

 

3. In relation to the value of the electronic passport, it is important to indicate that it was equated with the cost of this document in Ecuador, set by the General Directorate of Civil Registry, Identification and Cedulation.

 

The electronic passport has the following benefits for users:

 

a) Its validity period is greater in relation to the mechanical passport, being 10 years instead of six; which contributes to the mobility of Ecuadorian citizens abroad, as well as to an adequate exercise of their rights and obligations.

 

b) It has an electronic reading chip incorporated that improves the security and quality of the document, thus complying with the international standards established by the International Civil Aviation Organization (ICAO), by reducing the possibilities of adulteration and forgery, as well as the identity theft of the passport holder.

 

c) The verification of the information of the bearer, through the reading of the chip, is fast, which facilitates the transit through the international migration control points (air, sea and land).

 

d) Guarantees the identity of the user, through the validation of fingerprints, photo and signature in the issuance process.

 

e) The electronic passport is a step forward in relation to machine-readable passports, it is valid throughout the world and enjoys greater reliability.

 

Considering that the Ecuadorian community abroad cannot do without having this document —while the process of implementing the electronic passport service lasts—, the delivery of machine-readable passports will continue.

 

Machine readable passports will remain valid until their expiration date.

Notarial Acts



Power of Attorney

A power of attorney (POA) or letter of attorney is a written authorization to represent or act on another's behalf in private affairs, business, or some other legal matter. It is a faculty from one person to another, either a person or any legal entity formed in Ecuador, to act on their behalf. It is also an authorization from a citizen abroad granting another person or legal entity, located in Ecuador, to act on their behalf.  There are two types: be general or special.  A general Power of Attorney allows the agent (person granted the POA) to make all possible legal actions on behalf of the principal/grantor. A special Power of Attorney includes only the specific purposes. It is recommended to act for a back up document (minuta).

REQUIREMENTS:

  • Prescence of principal with an ID;
  • Complete information of agent;
  • Content of the Mandate In case of a general POA, the Consulate will present an example of a mandate ('minuta'). In the case of a special POA, the 'minuta' prepared by an Ecuadorian lawyer must be presentedat the time of the request. Otherwise, you should be clear about the procedure that you delegate to your agent (for example, in the case of buying or selling a property, you should know exactly where the property is located, lot number of land, surface, etc.). The lawyer's 'minuta' is mandatory in cases of trials (preference in Word format).

Revoking a Power of Attorney

Both types of existing Power of Attorney (general and special) can be revoked at any time. The principal must submit the reference number and date of the Power of Attorney to be revoked. 

REQUIREMENTS:

  • The presence of the principal with his original ID or passport.
  • Information of the POA to revoke (number, notary where it was issued, city of issue, date of issue).
  • Cash payment is not accepted. It is only possible to pay by a bank transfer. Cost € 60 euros.

Permit to leave the country

When a minor leaves Ecuador and during the trip is not accompanied by one of the parents, in all cases, a permit to leave the country is needed.

In the case of possesing 'Patria Potestad', the exit permit document is not necessary for travelling.

REQUIREMENTS:

  • The presence of the father and / or mother who authorizes the trip, with their original passport or identification document.
  • Partida de nacimiento del menor de edad y sus documentos de identidad.
  • Name of the person traveling with the child, airline, date of departure, length of stay, address abroad where the child will remain.
  • Cash payment is not accepted. It is only possible to pay by a bank transfer. Cost € 25 euros with a duration of three months.

A digital copy of an identification document of the parent granting the permit and an identification document of the minor are needed to submit a request.

Affidavits

An Affidavit is an act through which Ecuadorian or foreign citizens express in writing, under oath, acts or facts of which they are certain and / or aware before the Consular authority.

REQUIREMENTS:

  • Presence of the declarant with his identity document.
  • Present the minutes sent by an Ecuadorian lawyer with the content of the document or write the reason for the Declaration.
  • Cash payment is not accepted. It is only possible to pay by a bank transfer. Cost € 25 euros with a duration of three months.

Affidavit of Household Goods

 

To comply with one of the requirements for the tax exemption of household goods, you must approach the Consulate to make an affidavit in which you declare under oath your intention to establish your domicile in Ecuador.

REQUIREMENTS:

  • Digital copy of the identity documents of all family members returning to Ecuador.
  • List with the detailed detail of household goods and work equipment, as well as the unit value of each asset stipulated in dollars and the total value of household goods. Invoices for new items.
  • Vehicle description: chassis and engine number, price and invoice or property title. See attached form.
  • Description of the work team.

Travel documents

The procedure for obtaining the passport is personal. The Ecuadorian citizen must apply for his passport online and then approach the Consulate of Ecuador in The Hague, the Netherlands, to take his picture.

* Cost: € 90 euros. (Only bank transfer)

* Passport delivery time, 6 weeks.

Important: As of June 15, 2021, only electronic passports will be issued. For the same reason, the applicant must go to the Consular Office located in The Hague on two occasions.

The first time, after validation and to take your photograph, and the second time for picking up and activation of the passport with the biometric data of the applicant.

Note: The third renewal of a passport of the same person, within 12 months has a cost of 240 euros, includes the cost of the passport plus the fine of 150 USD.

GENERAL REQUIREMENTS:

Before applying for your passport online you must have a digital copy of the first page with the personal details of your passport (or the affidavit in case of theft or loss) and a verification photo EXAMPLE

ADULTS

Present yourself with your passport at the Consulate. In case the passport has been stolen, a complaint is required to the police along with the copy of an Ecuadorian identity document with photo. If the complaint to the police is not possible, an affidavit will be made at the Consulate (cost € 25 euros).

MINORS

Minors require authorization and presence of both parents at the Consulate to obtain the passport. In case one of them cannot attend the Consulate, a Power of Attorney (POA) is needed. If a parent does not know the whereabouts of the other parent, a proof of the sentence of a judge of the Court of Children and Adolescents is needed. This procedure is carried out in Ecuador.

If a minor born abroad, will obtain the passport for the first time, the Ecuadorian birth registration must be submitted.

Visas

General information

Dutch citizens DO NOT require a visa to enter Ecuador for tourism reasons; they can stay up to 90 days within a chronological year, counting from their first entry into the country.


Special regime

Citizens of Afghanistan, Albania, Angola, Bangladesh, Cameroon, Chad, Ivory Coast, Cuba, Egypt, Eritrea, Ethiopia, Philippines, Gambia, Ghana, Guinea, Guinea Bissau, Haiti, Kenya, Kyrgyzstan, India, Iraq, Iran, Libya, Mali, Mauritania, Myanmar, Nigeria, Pakistan, Nepal, Democratic Republic of the Congo, Republic of the Congo, Democratic People's Republic of Korea, Senegal, Sierra Leone, Syria, Sri Lanka, Somalia, Sudan, South Sudan, Tajikistan, Uzbekistan , Venezuela, Vietnam, Yemen, require a visa to enter Ecuador for tourism reasons.

Haitian nationals must complete a tourist registration as a prior step to enter Ecuador.
